I don't have my 9000 any more, but I recall this happening only when the low speed wasn't working and the high speed was starting the fan from stop. The problem turned out to be the wiring to the radiator temperature switch that goes under the radiator. I recall that I routed new wiring and solved the problem. Another symptom was that the fan would never run after I shut the car off, which it should when it's hot. After the rewiring that function returned. The two-speed fan circuit is rather complicated and I had to study the schematic closely to be able to check continuity and resistance on the various sections of wiring. I also had to do some repairs on the fan connector that is right near the radiator because that was oxidized from overheating. that could cause excessive current draw. I tend to suspect the wiring, connectors and the motor last. It's easy enough to wire the motor directly to the battery to see if it seems alright. Generally, an electric motor only draws excessive current if it is running too slowly from a bad bearing, etc. An inexpensive volt-amp-ohm meter is invaluable in troubleshooting this problem. You can also pull the relays and jump the power circuit to check continuity from the relay to the fan.
