TCS delete-wiring AC compressor control

I am finishing up a few items from a TCS delete on a 1995 Saab 9000 Aero 5 speed.
Car starts, runs, idles okay. Installed ECU from non-TCS 1995 Aero 5 speed, cable-operated throttle body, Air-Idle-Control (AIC) valve,1995 non-TCS engine harness, non TCS accelerator pedal assembly.
Removed:ETS computer under drivers' seat, TCS engine ECU in 'aquarium' area, ABS computer in 'aquarium' area.
Current task is getting the AC compressor control functioning.
I have run two wires from ECU in 'aquarium' area, through firewall to the ETS computer connector (disconnected) under drivers' seat. Pin 54 ECU (blue wire) to 38 (Green/Red) at ETS connector. Pin 59 ECU (also blue wire) to 37 (Green/White)at ETS connector.
There are two green/red wires at positioin 38 on ETS connector, I have separated them.
Problem is- AC compressor runs continously. It does not allow 'ECON' mode,regardless of which of the two green/red wires on position 38 are connected.
Am I connecting all of this correctly? Could it be the ACC controller is no good? The ACC seems to work correctly in it's other functions.
