Test the ECU output... center is power, and either side is alternately grounded. I guess you could test it with an LED, but a DMM in duty-cycle is appropriate.
You can also test the solenoid itself for function on the bench... with a common 9v battery, momentary power between the center pin and one of the outside wires, will shift the puck from closing one port, to closing the other. Applying the current to the other outside wire will shift the puck to close the open port, and open the closed port. If the puck does not move or does not remain, or air leaks when the port is closed, the valve is bad. The closed port should hold over twenty pounds of air pressure with no electricity applied.
fwiw, the solenoid is a metal puck and a pair of electropermanent magnets. It should be cleaned with water based degreaser and dried. I would caution against using any type of lubrication, as oil will attract dirt. really don't use anything like brake cleaner, as it'll eat the varnish insulation off the coils.
