The quality of voltage regulators on the Chinese Tech2 clones is reported to be poor, to the point where they will reboot if you crank while it's connected. A workaround is to power the unit externally which requires cutting off the +12V from the diagnostic port. (I haven't had to do anything which requires the Tech2 to be active while cranking so it hasn't been an issue.)
If the voltage regulators fail completely the Tech2 will not power on. As you indicate it possible install better quality parts, however that requires some fine soldering skills.
