in fact I bought both.
About five years ago, I was looking for a family car to tote kids around instead of a 2-dr coupe. So I found this nice condition '92 9000S (non-turbo in auto form) and bought it. One day my wife decided to drive my car, and she has it ever since.
Instead of driving her Audi 100, I went back to the dealer that sold me the used '92 and the sales manager had a '95 Aero 5 speed he wanted to get rid off. I drove it and it is now my car :-P.
We still use the non-turbo as our family car. It is slow compared to the turbo but adequate for general use, it handles about as well as the Aero in everyday use.
Yes, I would recommend a turbo, if you can find one in good condition. If you need an auto, then be aware the auto tranmission isn't the most durable. In this case, the transmission on a non-turbo may last a bit longer just but there is no guarantee.
Be aware that all 9000s from '95 on (??) are turbos.
As far as maintainence cost, I haven't found much difference between the two.
