Sounds strange. Let me know if it does turn out to be the new BPC that's not working properly. Who knows, it may have been damaged during transport despite all the padding... It has a 1 yr warranty, so it's no biggie...
Usually a faulty BPC will only give you base boost, not "halfway" as you seem to have right now.
I'd suspect 1) plugs (did you try new ones w/ correct gap? That 20 PSI BPC will eat your plugs in no-time...) and 2) bypass valve. If the membrane's "bought it" you may find that it's "leaking boost". The car will behave normally, but give too little boost. 3) leaking vacuum hoses. Have you checked that one hasn't "popped off" or is leaking (I'd suspect the latter).
But it seems like you're on your way... Do you still have JJ's gauge to check with?
