Sounds reassuring. Still can't figure out why you would have to let off gas and reapply WOT to get some real boost levels. Might still be an adaptation thing...
I was thinking about the so called "heating plates", not sure what they're called in English. They're thin plates mounted before the intake to "pre-heat" the engine. They weren't installed in all cars (very messy when trying to keep the MYs separated).
But your 2nd O2 sensor, which I don't have, made me think that perhaps there are other hardware differences as well. Check the intake and see if there are metal plates about 1/4 to 1/2 an inch thick mounted there.
The "heat plates" should be removed when running higher than stock boost.
Maybe someone has a picture of an engine with the plates, so you can see what they look like (I've never seen them IRL)...
