I assume that when you mean it doesn't start, that the starter does turn the engine over, but the engine just won't catch.
It's not my first guess, but check your timing. If the timing is too advanced, the engine will be hard to start. A warm engine is always easier to start than a cold one. This is less likely than my first guess (see below), but the easiest to check.
My first guess is that you have low fuel pressure. Perhaps the fuel filter is clogged, the fuel pressure regulator is weak, or that the fuel pump is tired. Until you get decent fuel pressure, the engine won't start. With a weak pump or clogged fuel filter, it will take a few seconds to get the system pressurized. When the car has been running and you shut it off, the system remains pressurized for quite a while. When you go to restart the car, you already have good fuel pressure left over.
If you don't have the tools, take the car to a garage that has seen a Saab other than in a magazine ad, and have them check the fuel pressure and fuel delivery. Low fuel pressure will show up pretty quickly in a test.
