Keith, how long since you replaced the O2 sensor? Also with it being 10 years old, you might need a new cat.
NO can be reduced by adding exhaust gases back into the combustion process to reduce peak combustin temps (EGR) or using a catalyst.
Don't know if you '90 has EGR, if it does (unlikeley) make sure that system is functioning.
The cat depends on the O2 sensor, so if the sensor is bad or going south that could be the source. I can't remember which is which, but basically the cat has at least 2 catalysts in it. One reduces HC and CO, and the other reduces NO. The problem is one works best in an oxygen rich environment, the other works best in an oxygen starved environment. Understand we are talking a few tenths of a point either side of the stoichemnetric ratio.
Basically closed loop systems bounce the A/F ratio around based on which pollutant is most likely to be produced. Of course that is weighed against all the other things like RPM, temp, load, etc.....
If it were me and I hadn't replaced the O2 sensor in a while, I would start there AFTER I searched for vacuum leaks (lean ratio = high temp => NOx
