Intake and exhaust mods are naturally effective ways of improving performance. But Saabs of your model year and up really do need a reprogrammed ECU software to produce serious power.
As always it all depends on how far you want to go (gearbox rarely copes with 300+ hp for long...) and how much money you're willing to spend.
I would suggest the following: 1) 3" exhaust (turbo and back) with a free flowing cat, 2) open K&N in the wheel arch or a regular K&N in the stock air-box if you drill some holes in it, 3) reprogrammed ECU, 4) bigger turbo if you want more than say 250-260 hp, 5) better cams (250/9,5).
But if you do 1-3 you'll have very nice performance...
