Do you really have a high-beam flash function? I have noticed two configurations of headlight switching. The 1986 has a mechanical switch on the column that will flash the highbeams with a small movement of the lever and lock them on with a greater movement. My 1988, however, has the same switch casing, but it is missing the innards, and uses a relay for high beams. There is no flash of the high beams on the 88.
I know this because I tried to fix an 86 that had the 88 switch: thus, no high beams at all. The original 86 switch had malfunctioned when the spring contacts in the switch had melted into the plastic, and didn't work properly. You may have the same switch problem with the "flipper" metallic contact in the wrong place at the wrong time. Even with headlights off, the "flash" feature will activate the high beams from the switch. It may be making those contacts by itself.
I had my headlights go off the other night, so I'll have to try the relay replacement...
