It turned out that my turbo had seized, so I took the chance to upgrade it. I ended up with a t-28 compressor wheel but I'm not sure what if anything was done to the turbine side. The power improvement is significant.
The car drives like before until about 2300-2500 rpm then it's like a rocket. I have second gear doing 55 at about 5200 rpm. And the car easily revs up to red line in every gear (I haven't test 5th yet). The turbo lag is slightly noticable in that the turbo doesn't kick in until about 2300. But once you hit 2500 there is no lag at all. The turbo kicks straight through to about 5000 rpm at which point you can notice a decrease in acceleration.
The turbo gauge went from the first broken red line to the solid red, I haven't gotten a gauge yet so I don't know the actual PSI output.
I haven't finished a tank of gas yet but so far my mileage has improved and I've been gunning the car like made. This is also my first tank w/ 2 quart synthetic and 3 quarts dino, so that could also contribute. On the highway I set the cruise at 65 and the mpg meter was bouncing between 35 and 40 mpg. At 85 it was between 25 and 30 mpg.
Total cost was $625 for the turbo and $250 on labor. Not cheap but I'm thrilled with the outcome.
