As jj says, the fuse is marginal. Now, the purpose of a fuse is to protect the wiring (honest!), so wires are usually sized to handle no more than 15A. Next, a halogen bulb is still really an incandescent at heart, and there is a startup surge current that is 5-10 times the running current (depending on temperature) That will stress fuse and relay.
If you are going to almost double the current draw, I would wire in a separate wiring harness and relay, all sized for the new load. Lastly, I would make sure the fog light housing was rated for the extra heat.
