Jeff, have the SAAB 9000 service manual.
Says under "Headlamp Flasher" QUOTE
Full beam can be switched on, regardless of the position of the ignition and light switches, by operating dip switch 215. Both coils in lighting relay 8 will then be energized and the full beam filaments supplied via filament monitor 228B and fuses 3 and 4.
ENDQUOTE Headlamp flasher works in our 9000CDE.
As best I can interpret the wiring diagram, dip switch operation should cause high beam to come on (and low beam to go off) whether light switch is on or off. Also, blue warning light should appear on instrument panel. Hope this helps.
