Had a similar problem last winter on my '90 9KT. Here's what to try: first, pull the electrical plug off the washer motor (you should see 2 exposed contacts on the top of the motor). Using some testing leads (wires) connect one of the motor contacts (not the plug you pulled off--the MOTOR contacts!!) to ground and the other to the +12 on the side of your battery tray (assuming you have a terminal block, like I do *note: be careful--there may be a spark). If the motor does not run, replace it--easy enough. If you hear the motor run, the problem is in the wiring.
I don't know if this will apply to you, but in my situation, the problem was in the wiring. I found that the contacts in the connection plug at the switch off the steering column like to F@#k up. I pulled the top and bottom trim pieces off the steering column and gained access to the plug. I pulled the plug off the switch and after testing for correct operation, found that spraying contact cleaner (or silicone spray, or WD-40...) on the connectors did the trick. Put everything back together and worked like new. Good luck!
