It might be govenor seals, or it might be the helper springs in the valve body. The helper springs have been known to break, causing shudder on shifting and lag in shifts. But early shifting, or even starting up in 2nd, is a sign of bad govenor seals. $500 seems like a lot for the seals - call around and see if you can find a transmission shop that knows the ZF. The govenor seals are pretty easy - no need to pull the tranny - you access it from the driver's side wheel well, just pull off a cover and replace the seals. The valve body is also easily lifted right off the top of the tranny after removing the battery.
I would NOT drive the car until it's fixed. Yes, it might be govenor seals. But it might be something else. The autobox on the 9000 is pretty delicate. When one thing goes wrong, it had a tendancy to screw up everything else if you keep driving, with very expensive results. You might be fine, but the downside can mean a rebuilt tranny (about $2500 installed), so find alternate transportation. That's been my experience.
