The three-way hose you speak of takes pressure from the intake manifold and sends it to the hooter valve AND the boost gauge. It sounds like the hose to the boost gauge (runs through the firewall) has fallen off. Not only will the boost gauge just show atmospheric pressure (between the white and yellow), but your idle will be lousy due to the vacuum leak.
The ECU (Engine Control Unit) is the LH-Jetronic FI control. Turbo-equipped cars have an additional APC unit to control the turbo boost via the APC solenoid mounted on the radiator.
