It sounds like you can control heat and vents, but you can't control the fan speed. Is this a correct summary?
There is a common problem in the 9000 where the fan goes to full speed and can't be turned off. The problem is in the controller for the blower motor. The ACC can send commands to the controller 'til the cows come home, but if the controller has gone 'mad', it doesn't matter.

He covers blower motor controller repair. The controller can be pretty easily replaced.
You didn't mention if you could control the vents - I'm assuming you can.
