ABS function sounds normal.
Are you sure the jets aren't frozen, along with the float. I find washer fluid varies in its antifreeze content.
Open the hood and find the head lamp relay (it's twice the size of the others. turn on your lights and attempt to engage the high beams. Tap the relay. If you get the highs, take the relay out and clean the terminals. Hopefully this will work.
This may seem obvious, but if you forgot to turn on your lights and it was just the DRLs they would not go to high beams.
