The ABS pump runs to provide pressure for both ABS and brake boost. The pump runs (that buzz you hear) when you first start the car to pressurize the system, and then again periodically to repressurize the system after pressure is lost due to using the brakes, or just due to minor leakdown of the system.
If your system pressure is too low, you will get the BRAKE FLUID and ABS lights on. Normally, those lights are on when you first start the car, then wink out after some seconds. This may be immediately if the car has been recently driven, or up to a minute with a car that has been sitting overnight, and especially if it's older and the ABS pump isn't as fast as it used to be (like most of us).
If you don't get the BRAKE FLUID and ABS lights for at least a second or two when you start the car first time of the day, then those bulbs are burned out -get them fixed! If you see those lights come on when you first start the car, but DON'T see them while driving, then your ABS pressure is fine.
If you're not seeing the lights, but brake pedal is hard, then I'd assume the brake boost portion of the Master Cylinder is bad. It would be a good idea to have it checked out, as brakes are a safety item in my book.
Of course the car runs without brakes. Running is easy -stopping is hard.
But it doesn't sound like the ABS pump to me.
