Is the fuse just warm to the touch? I have never seen a fuse glow and not open, although a fuse taken to it's limit will just manage to melt the center of its link. What happens if you unplug the fan motor and try full speed on the switch? This should tell you if the wiring has a shortened path to ground. If motor bearings are dragging there will be more current drawn to run it. If the brushes and comutator are worn the usual symptom would be no running, if a winding in the motor has shorted across other windings or to frame you will pull a big drink of juice trying to run it. I beleive I have heard it mentioned on this B/B that your year might be protected by a thermal fuse by the heavy speed resistor by the fan. That may just kill all juice to the motor.
