Uploading a picture to some web site and putting the URL into a post is the easy part. The hard part is adding annotation to a picture as a separate layer of markup. (Of course, one can always edit a photo using one's favorite graphics editor to add the desired annotation, and then upload the edited photo, but this is what we want avoid having to do.)
I think this breaks down as follows. The final product given to the browser has to be HTML, obviously. So the first question is, in HTML, can you superimpose ink (e.g., lines or text), or other IMG objects (e.g., an arrow), on a particular IMG object. Assuming you can, next question is, what kind of new message editor is needed to enable that. Right now, the editor provided is pretty simple---it only takes text (and does not even recognize HTML) and a few predefined pieces of information (e.g., two URLs, link title).
The new editor would have to be able to show the picture *at edit time* (not just its URL). We wouldn't want to be forced into the position of having to specify the annotation (location of arrow, say) without seeing the picture!
