I suspect that the alarm horn was disconnected. I know I've been tempted to do the same.
The alarm horn isn't the same as the horn that goes off when you hit the buttons on the steering wheel. The alarm horn is hidden in the front left-hand(driver's side, US) wheel arch area - you can't see it easily. Open the hood and look at the area between the battery and the radiator, closer to the wheel arch. Look for a wire that has been cut, or for a two-wire connector that has been disconnected.
If that doesn't work, trace the wire from the horn. This isn't as hard as it sounds. First, remove the left front turn signal assembly. This involves about 1 screw with a torx head. You'll want to get a Torx set (available from Sears or most autoparts places) as almost all of the screws on the Saab are Torx (look like a star). If you remove the turn signal assembly - leave the wires on, just move it out of the way - you'll be able to peek in and see the alarm horn. See where the wires go, and more specifically, where they stop. I'll bet someone just unplugged it.
