You are experiencing the dreaded "limp-home" mode. Most likely the fault is in the vacuum plumbing under the hood (check valve or safety valve); most TCS-equipped 9000s will experience this syndrome at some point. Of the complaints I've seen on this board, the most common source of the problem is with the plumbing. Fortunately, the components most prone to failure are the least expensive to replace.
Trust me...you don't want to replace the throttle potentiometer or the TCS computer. If you scroll down the page, you'll see at least one complaint similar to yours. If you can't do the work yourself, find a competent independent service tech who knows 9000s and has experience with TCS. You may want to avoid dealer service departments with this problem. They're known to favor wholesale parts replacement on this system, which is patently ridiculous.
I had this problem with my '92 9000T last fall. Limped it to a dealer who quoted me a total of $3500 in replacement parts and labor. Turned out to be a $70 valve that needed replacement.
You've come to the right place for advice. We won't let you be taken to the cleaners by a service department.
