Oil above my steering kollum under dash..

Hi too all,
I removed the dash top to check the vacuum hose for the turbo guage, i thought there was just a vacuum hose going through the fire wall straight to the guage but it isn't there are 3!! three splitters under the dash do you know where these going too?
second there is oil on top of the steering kollum(still under the dash),where is it coming from evrything is greased...
3) do i need to replace the bearing from the steering kollum(half way where the steering axle makes a turn) because it has to much room to move a round..
