I have a '94 9KCSE, too (90K miles). My boost gauge will fluctuate up in down if I'm hammering in 3rd or 4th (I assume it's the APC/ECU kicking in and keeping the 'stock' boost in check). But, when I shift to 5th and hit the gas, the gauge pretty much stays at full boost (well, as full as my stock 9K will go).

If you have similar symptoms as me, you're probably OK. You may want to check your turbo bypass valve (dump valve)---sometimes the diaphrams won't support full on boost w/o blowing their pressure load--they get old and weak. I have an upgraded valve good for 20psi--they're not much more than a stock valve from on of the site sponsors.. . . . . .
