As far as I'm aware, the difference between the 2.3 turbo and the Aero, solely in terms of the engine, is 0.5 bar of boost. In other words, if you get a 2.3 Turbo and tweak or upgrade the APC, yours will be just as fast. Also, the '91 and '92 2.3 Turbos had a closer gear ratio than the Aero, which can potentially make them even faster. However, the Aero sits closer to the ground with a sportier suspension system. It's a compromise really. The deciding factor for me was the rear-end on the -93 9000's (including the Aeros) which I really dislike. I don't like the tail lights going all the way across the back. Hence, I chose the '92 9000 Turbo. Call me vain if you wish, but it was a tie and the rear-end tipped the scale.
Anyway, to answer your second question, I've never been in a 2.1 Turbo but I have been in a 2.0 Turbo, and the difference between that and my 2.3 cannot be put into words. However, it can be put into numbers, 40 hp according to the specs. It also spools up to the stock boost around 2500 RPM, instead of the 2.0's 3500 or so. I highly recommend the 2.3, it kicks my butt (or at least holds it down in my seat).
