it might work, but I believe the 900 core is larger than the 99 core. As for control, again, with modification you might be able to get it working. The problems I see are:
1) arrangement of parts: The way it all goes together on a 900, the valve would be in a bad spot on a 99, if the core could go where it needs to.
2) control: The 99 valve uses a wire to move the valve. The 900 valve is turned from a shaft. Modification here (turning linear motion into rotary motion) would be difficult, at best.
Regarding the valves, I was surprised to see that the Volvo 200 series valve looks very similar to the 99 valve. It may even be the same part, save for the thermostat tube arrangement (which should be an easy mod). Look up heater valve on this web site (http://www.ipdusa.com).
