IT's been a long time since I worked on the old 99 taillights. These are the long and thin lights, right?
Sometimes, with old parts like these (they haven't made them in over 30 years...), you need to provide some more tension to keep the bulb in the socket, and maintain contact. Take all the bulbs out, then, socket by socket, see if you can gently press the bottom contact(s) out from the back (towards the bulb glass). If there's no access from behind, see if you can get something to pull the contacts up. Then see if there is a contact providing tension to the body of the bulb base (the metal part) See if you can get more tension on it (make the hole for the base a little smaller).
Also, what kind of bulbs are you using? THe standard "american" bulbs with the brass base, or the "European" bulbs with the nickel plated base? I've found, especially in later Saabs, they really don't like the brass base bulbs. If you're using one type, try the other type, and see if you have an improvement.
