You don't mention where in the world you live, but electric fuel pumps are standard on all injected Saabs. You may have a carburetor, in which case it would have had a mechanical pump. Also, all Saab 99s have electric engine cooling fans.
As for your cabin fan, it's probable that the fan motor has seized, or that some critter has built a nest in the air box (likely if the car was sitting a long time), and the fan is jammed. Take off the front cover for the air box, and you should be able to access the fan and see what's up, and whether the cage fan turns. Don't take the motor off he side of the air box until you've seen what's in the box.
