1. The fuel in the lines is under very high pressure. It's not going to freeze suddenly if fuel is flowing through it.
2. The coil _is_ mounted on the radiator. SAAB had a habit of placing the igntion system in a location where it was vulnerable to water coming through the radiator. Look at the strokers with the distributor on the front of the engine. They spent years trying to keep it dry. BTW, if this car has a big boot that covers the whole top of the distributor, junk it. Every car I've had with one of those had misfiring in the ignition because the boot retained water.
3. Possible. It's an old car, there are probably connectors that have stretched and aren't making very good contact any more. That happens over time with expansion and contraction. It could be on the fuse box, the relay, or in the line to the rear. There's a big plug behind the ventilation ducts under the dashboard. One of these had some problems on my'75 before I bought it. I ended up rewiring most of the car forward of the ignition switch.
