Yes, you can fit an 8v H motor into a 99. Saab did it in the '80s. See the old pages I did at the link below.
The issues are:
1) firewall clearance. Saab changed the two firewall stampings to accommodate space to change out the SINGLE belt that drives the alternator & Water pump. There were usually no other accessories (PS, A/C) on the H motors in the 99. Some folks just bash the firewall (not good practice, IMO), some cut out a huge square, and weld in new metal (better, but often not pretty). If you can take the possibility that the water pump may hit the firewall, and that you have to lift the motor at least a little to change the belt (pulley bolt access), then you may be able to get away without any firewall changes.
2) Pulleys: You need single-sheave (groove) pulleys for the Alternator and the water pump, and possibly also for the main pulley.
3) motor mounts are slightly different. The rubber bits, that is. Use the 900 NON-hydraulic motor mount brackets
4) hoses & heater: Connections are different, and may not line up just right, but that can be dealt with. But the connection off of the head to the upper radiator hose is very different on a 99/90 H motor than a 900 H motor. (http://homepage.mac.com/ljwest/st/MySaabs/80_99/hmotor/h99/Images/7.jpg)
5) 16v?: You could do a 16v, but that's a pretty tight squeeze. If I were to do that, I'd go with a 2.1 non-turbo for 140 HP with LH 2.4.2.
