Well, it is my understanding the block is very stout- it is very square in terms of bore and stroke, so it has some potential. The head is your weakest point for holding the boost, with the CIS fuel system as your second weakest point. Really, the head is the main problem. Fuel and waterpump issues are easy enough to get around if you are willing to modify and tweak. With water injection and an intercooler you should be comfortable anywhere below 15 psi (assuming you are no where near lean. B-motors hate running lean) If you ask the rally nuts at scanwest, they will tell you twenty psi is no big deal, but they are also running 11-ish to one fuel ratios. And they are known for blowing up b-motors. Like I said: With proper boost cooling, 15 psi should last a good long time, but like anything it depends on how you treat it. ChrisX should have plenty to say on this subject.

If you are just going for a hot engine, I have heard of people way over 200 WHP, but I am not sure how long it will last like that. Fuel economy and driveability will suffer, but you probably already know that.

On the good side, it is a blissfully simple motor. Air, fuel and spark. No crazy engine management. Only one belt on it! The timing chains are supposedly bomb proof, as is the bottom end. If not for the waterpump, you would see a lot more 99s on the road. Electric water pumps are a easy fix, and great for additional cooling needs of a hopped up engine.

If you get a newer turbo, tweak the fuel to run more rich, port, polish, blueprint and balance you are on your way to 200+ hp. 3" exhaust would help, and dont forget the aquamist and i/c. The ignition could use a boost, and a coil booster like Jacobs helps the low end a lot.

With double springs and a hot cam, B's are good to 8000 RPM. Never head of anybody doing that to a turbo motor though. Not sure how well that would work. Would take a really big turbo to supply 20 psi at 8000 RPM.

Well, I am guess that is the bulk of my wish list. I mean, my response. I would love to see a B at its full potential. Let me know your thoughts on your project. Where are you located?
