Here are my two bits...something is either jammed or bent. You can take the shifter itself out and see if there are pieces in there. The reverse lockout arm breaks all the time and could be getting in the way too soon. Being able to move that arm via the key allows you to trun the key all the way to lock out. If something is bent, then you may not have to the thing in the rev. position to allow the space necessary to turn the key but it may be blocking the shifter from going into rev. Take the shifter out of the housing and look. You'll probably have to do this anyway if you end up pulling the whole shifter housing anyway.
