First, I should say that my answer to the question about using 16V head bolts in an "H" engine is "I don't know".
The first question, of course, is "do they fit?", that is, are they the same length, diameter, thread, shoulder, etc. If not, of course, they won't work. I would be especially careful of the shoulder/washer area - if you got into a bolt with a smaller shoulder/washer then the original one you might put a lot of stress on the head and cause it to crack or flex.
The second question is, when did Saab start using "torque/angle" headbolts. I am not sure whether the '80s 16V used them or not. Those bolt stretch when installed properly (thus assuring proper clamp load which a simple torque cannot do). Those bolts cannot ever be reused. The "B" engine, and I suspect the "H" engine head bolts were just torqued and can be reused if in good condition - just make sure that the bolt threads and block threads are clean and dry (clean with solvent) and do not use never-sieze or any lubricant. You might be able to use a torque/angle bolt in an earlier head (if all the dimensions are OK), but you would definitely be in "experimental" territory as far as what tightening specifications to use. On the whole I would recommend sticking with the original bolts.
