Looking at the wiring diagram, those two fans do not share the same circuit. The inside blower fan receives power from fuse 6 in the fuse box and the radiator cooling fan uses fuse 7. The fuses may look "OK", but the only way to know if you have power on both sides of the fuses is to test them with a meter or a test light. You can buy a test light at any auto parts store for probably around $10 or so. Clip the wire from the test light to ground, turn on the ignition key to position "K" and flip the blower fan switch on, and see if you have power on both sides of fuse 6 by touching the other end of the light to both sides of the fuse(the bulb in the light will glow bright). If not, wiggle the fuse in the socket, as it may just have a bad connection. If you have power on both sides of the fuse, with the fan switch on the first setting, test for power at the grey wire at the three wire plug at the fan motor, it should have power also. Turn the fan switch on the highest setting and check for power to the yellow wire at the three wire plug to the fan motor, it should have power now. If you have power going to the fan motor and it still doesn't work, chances are you may need another motor.
WARNING....have a helper inside turning the key on for you and working the switch while you test for power. There is a resistor pack near the fuse box that will get really warm if the key is left on for a long time.
The radiator cooling fan has power on both sides of the fuse all the time. A quick test for the fan is to remove the two wires from the thermo switch on the driver side of the radiator and touch them together, the fan should come on. There is a good chance your cooling fan isn't coming on because you aren't losing coolant anymore, and you engine is running cooler.
