Sorry for the slow reply. Yes, the broken sprocket is a big deal that will require the engine be pulled. I have never seen that happen before; it seems like something locked up the jackshaft. We know that the water pump gear teeth aren't strong enough to do that :-), so not sure if a bearing on the shaft siezed or if it could be related to the oil pump or distributor (also driven by the jackshaft).
The bracket you are seeing for the cam sprocket is normal and ok - when you remove the cam to check the valve clearance you just pull one of the three bolts out of the sprocket and put it through the bracket into the little threaded fitting. This keeps the chain and tensioner all in position while you remove the camshaft.
