First; reach behind front side of wheel and see if park brake lever has released - if not, &/or if you cannot move it to release brake - disconnect cable from lever - if lever now releases and brake is free - it is the cable that is seizing. Often some work with a good penetrating oil sprayed up the cable - I use PB-blaster with the little plastic spray tube and then my air nozzle to further force it up the cable. Force the penetrant up the cable every day for several days and then work the cable back and forth. If the lever on the caliper is seizing then you need caliper repair/rebuild/replacement. You can back off the adjuster if it will turn - but usually if the lever is seizing then the whole mechanism is seizing and will not de-adjust. You can run with one cable dissconnected if that solves the problem for awhile. One cable attached makes the park brake lever in the car work very lopsided tho.
