I have a number of 99T-16v cars with both CIS (K-Jetronic) and LH. A CIS 16v turbo engine works great and is obviously much quicker to implement in a stock 99T than LH. All you have to do is manufacture four bushings, to fit the CIS injectors in a 16V (LH) inlet manifold. You may also want to make the control-pressure regulator manually adjustable, by tapping in an adjustment screw, if you are aiming at high boost and hp. If you, on the other hand, are looking for APC, electronic rpm limiter, etc, - go with LH.
