If any positive feed wire was frayed and touching ground, the fuse would blow instantly. As chris and dan have said, the problem is in the components inside the steering wheel or below it(metal ring, spring loaded pin). If you have to remove the steering wheel, just remove the center cover of the wheel to access the nut(21mm I think), remove the nut and pull hard on the wheel to remove it.
Since this is a typical 99 related problem, and not so easy to fix on a permanent basis IMO, I prefer to have no working horn in my 99. Hand gestures serve the same purpose in most cases.:)
