The only drawback I can see to your 99 choice is related to overheating. Being an Okie who moved to the NW (and who will never go back) I can allest to the 105 degree days. Day after day after day. I'd take the radiator to get it tanked/cleaned while it's out for the engine rebuild. That's cured a cronic overheating problem on 2 99s for me now. However it won't cure the other serious overheating problem which is that one involving the human(s) inside the car. That's your call to not have A/C, I had many vehicles without but my town never had a traffic jam you couldn't drive around. Maybe set aside a few $ to get someone in Austin to install some very dark window shading...
I have only one preference for my '88 900T over my '74 99ems which is that the 900 is more insulated from road/engine noise. After loud machinery on a construction site all day it is nice to get into a quiet car. But the 99 is so much more fun and the charisma is leagues beyond.
