Yes, definately check the fuse panel. When it won't start, try spinning the fuel pump fuse to establish a good connection. You can also look for movement/ play in the mounting rivets. My '78 Saloon (RIP) had that issue. Scanwest confirmed the diagnosis and said that Saab developed a replacement panel that didn't loose connection. (Now just try to find one.)
When it eventually started to cut out in mid flight I swapped the fuel pump with a neighboring much less used/vital line.
I think there are a number of threads on the subject here and on the 96 bulletin board.
