Measuring and adjusting the boost is pretty simple. If you are getting close to the red zone it is definitely too high for a stock fuel system. The cutting in and out feeling could be the mixture getting way too lean or the overboost switch killing the fuel pump. Both cause an unpleasant, abrupt lack of power.
To adjust the boost, get vacuum guage and buy maybe 6' of vac line. Connect the vac line to any of the insignificant vacuum outlets on the manifold (not the distributor advance). Route the hose into the car and connect to the guage. Go for a drive and see what the boost is. I usually dont do the 3rd gear brake and gas at the same time like the saab manuals say to do. I just go for a 4th gear WOT run to about 80mph. I find I get higher boost in 4th than braking and driving in third.
With boost known, take the cover off the wastegate housing. Loosen the locking nut on top of the spring. Then while holding the shaft with a pair of pliers back the large nut out about a turn (i say one turn knowing you said the car is boosting close to the red). Put it back together and see what the boost is. This ought to put you pretty close to the stock setting, but you may have to adjust this two or three times until the max boost is 7.5psi plus or minus 1/2 psi.
I am willing to bet the symptoms you are experiencing are from the car leaning out under boost. I experienced the same thing. Be easy on it until you get it adjusted or else you could cause head damage.
