I just re-read your post. Guess I misunderstood your "350 rpm" comment. At any rate the idle speed should be around 850-900 rpm when warm.
I just checked and throttle valve opening should be set at .002" [.05mm].
If you are having cold start problems it could be any of a number of things including warm-up regulator, cold start valve, auxiliary air valve, thermo-time switch, fuel injectors. Get it running properly when warm and then you can check the other things one by one. Good luck!
