I e-mailed Red Line regarding the required EP 90 oil needed for 99 steering racks.
Dave Granquist replied with the following:
"The Red Line 80W140 would be close in viscsoity at the operating temperature the steering sees to a straight 90W gear oil, the EP refers to extreme pressure what currently is referred to as a GL-5 gear lube."
He later elaborated, clarifying the difference to a 75W90:
" ...based on the relatively low operating temperature, the 80W140 would be closest in viscsoity to a straight 90W.
The viscsoity range of a 90W oil is between 180 and 400 cSt @40°C.
The 80W140 is 231 cSt verses 120 cSt for the 75W90 @40°C."
Finally, he mentioned a 75W140:
" ...the 75W140 would be about 20% lower viscsoity at the typical operating temperature than the 80W140, so might have slightly less drag at lower temperatures, but likely not significant and would still fall within the lower viscsoity range of a straight 90W."
So to summarize, Red Line's 80W140 API-GL5 gear oil is a good fit for 99 steering racks calling for EP 90 oil. A 75W140 would also be a good fit, and possibly a better fit for cold climates.
