First, check the fuel pump fuse with a test light. I use the glass Buss GBC fuses, and I've had one on the fuel pump that ran hot enough that the wire would eventually melt and sag just enough that it would lose contact, even though I couldn't see it.
If the fuse is good, pull the fuel pump relay and put a jumper wire between the power from the fuse box and the wire to the fuel pump. If you look at the socket you'll see five terminals. The center terminal is a ground. If you plug into that you will blow the fuse. The one toward the front, and the one toward the rear are the ones for the switching part of the relay. The terminals you want are the center ones nearest and furthest from the fuse box. One of these is hot all the time, and comes off the fuel pump fuse. The other is the output to the pump.
I had a fuse box with a loose rivet on the fuse base that was not making contact with the spade on the under side of the box resulting in no power to the fuel pump relay.
