Engine swap question for purists/ Moral dilema

I recently got my hands on an almost immaculate 78 ems and a 78 turbo. The ems has some very minor problems like the headliner and the fuel pump but other than that is in unbelievably good condition. A real time capsule. The turbo has to say the least, seen better days: trashed interior various external rust spots, faded paint, missing exterior pieces etc. Also missing the title, basically a parts car. However, the drivetrain has had alot of work done on it and is in good shape as is the exhaust. Here's my question: for a number of years I've wanted a 99 turbo but have never been able to find one at the right price. Now I have a chance to make an ersatz version for almost free (the ems was less than $1k and the turbo was free). However, the ems is in such good shape it almost seems like a shame to mess with it. You could eat off the engine and there's nary any rust to be found which is insane for upstate NY. I almost don't want to drive it this spring for fear of an accident. Opinions?
