Sergei,odd problems, likely 2 issues. If two regulators give 15 V idle, make sure red and yellow wires separated, not rubbed not melted together. The yellow wire controls the field strength or OUTPUT of the Alternator. If red wire ( Battery +) melted or rubbed to the yellow wire Alternator will give full output. If wires are OK try a third regulator.An Alternator follows what signals are given to it, and it is very unlikely internal cross wiring within the alternator could occur. To proof the internally shorted Alternator THEORY, run car with 3 wire plug disconnected from alternator. Expect Battery voltage only..The last issue you mentioned, Dropping voltage at faster engine speeds , could be a loose belt or a slipping crank pulley rubber segment. Test belt tension and crank pulley rubber slip by ENGINE OFF, pressing down HARD on the cool fan tabs just behind the pulley on the alternator. The belt should be able to move the motor pulley a short rotation distance 30 degree's if belt correctly tensioned. Lastly if these tests are for not.. replace alternator. Place car jack under diff cover uplift a bit, remove belt adjuster link and verticle motor mount distance peice. Alternator should then offer up by the RF wheel well house and close to the firewall area. Goodluck..
