Rust questions...

Hi all:
My 1972 99 received a pretty good repaint about 10 years ago, but I'm seeing some rust/bubbling along the doors and fenders.
What's the best way to take care of this...using a grinder or just a dual action sander? Or a Dremel-like tool?
I'm not getting a garage anytime soon (besides, Seattle's humid inside or out!), so I feel I need to tackle these spots before they get worse.
It won't look great cosmetically, but the car will still look better with a patch here and there than most 99's I've seen.
I'm just worried about the rust.
