99 fuel pump on a 16v conversion

I made a post a while back asking about using the 99 fuel pump with a 16v conversion. I got an answer saying that the 99 fuel system runs at a much higher pressure than the 900 systems. If the 99 system is built for higher pressure, why would the 900 16v engine run any richer? Doesnt the fuel pressure regulator control the pressure to a set value in the fuel rail regardless of what the pressure is that the fuel pump is supplying?
If it does run too rich, how can you compensate for that? I have a 3.0 bar regulator... if I install the 2.0 bar, would this help? I have a bit of an issue of poor power on medium and hard acceleration and I wonder if I'm just dumping fuel in there to the point where its too much fuel. I even had the engine completly stall when I got on the gas too hard. But it runs perfect and has lots of power if I ease back on the gas a little.
Other than installing a pump from a 900, what can I do?
